DIRECTOR OF PURCHASING

Town of Cortlandt - FT
Directs and supervises the purchasing of materials, equipment and supplies for the Town of Cortlandt:

  • Solicit bids through competitive bidding and established prices
  • Prepares and writes specifications for a variety of materials, equipment and supplies
  • Summarizes bids and makes recommendations to the Board
  • Issue Purchase Orders
  • Manage the sale of surplus equipment and supplies
  • Streamline methods and procedures on an on-going basis
  • Search for new markets and source of supply
  • Oversees the coordination of Shipping and receiving for the Town
  • Supervise the management of the Central Supplies Office
  • Assist departments with establishing computerized inventory programs
  • Does buying as required
  • Prepares purchasing contracts
  • Maintains complete file of bids and purchases
  • Sells surplus and obsolete equipment and accumulated salvage material
  • Supervision of employees in the Purchasing Department
  • Management of security program and contract 
  • Other work functions as required by the position.

The Purchasing Department is responsible for purchasing all commodities, as well as certain services for the Town. Additional responsibilities include management of the Central Supplies Office/Shipping and Receiving and supervision of the Town mailing system

MINIMUM REQUIREMENTS: Bachelor’s Degree in Business Administration or a Master’s Degree Public Administration and four (4) years of experience in business administration, including two (2) years involving the acquisition and purchasing of supplies and equipment.  Municipal purchasing experience preferred including the solicitation of bids and RFP’s.   CPPB and /or CPPO Certifications preferred but not  required. Four (4) years of experience in staff supervision at the department head level. Salary commensurate with experience and educational background.  Westchester County residents preferred.
