Town of Cortlandt and the Village of Buchanan Announce Series of Public Meeting for their

Joint Local Waterfront Revitalization Program

Cortlandt Manor, New York April 19, 2022

 

The Town of Cortlandt and Village of Buchanan are hosting a public information meeting in a rollout of the Joint Local Waterfront Revitalization Program (LWRP). The Hudson River waterfront and environs is the focus of the initiative.

The meeting will be held on Thursday, May 5, 2022 at 7:00 p.m. in the Nyberg Meeting Room - Cortlandt Town Hall, 1 Heady Street, Cortlandt Manor, New York. A presentation of the draft program will be followed by an open house format meeting. At the meeting participants can review and provide feedback on project maps and proposed future waterfront revitalization projects. Town and village residents are encouraged to provide community input to this Draft Local Waterfront Revitalization Program at this on-site, in-person meeting. For those not able to attend in-person, project information will be available on town and village websites after the meeting for review and comment.

This intermunicipal project to develop a local waterfront revitalization program (LWRP) is a collaborative effort of the Town of Cortlandt and the Village of Buchanan. Objectives of the waterfront revitalization program include helping maintain and protect water quality and the natural environment, enhancing public waterfront access and waterfront recreational activities and restoring and revitalizing formerly used properties to stimulate economic development and improve quality of life.

The town has agreed to take the lead in managing the waterfront planning initiative and has received a grant through the Environmental Protection fund to support the preparation of the LWRP by the New York State Department of State. Each municipality will have independent review and adoption of the final LWRP. 

Cortlandt Supervisor Richard H. Becker, M.D. noted “Our continued partnership with the Village of Buchanan on this important planning initiative is helping both communities continue to advance a shared vision for the waterfront and we are pleased that we have been successful in securing grant funding to advance our local goals.” Buchanan Mayor Theresa Knickerbocker noted that the joint waterfront revitalization program will help the town and village “ . . .  plan ahead for the kind of projects that will add to our community assets and support economic development initiatives that fit into the character of our community and will help address our need to bolster our local tax base.”

The draft local waterfront program is summarized in a document available on the town and village websites.  The waterfront vision statement excerpted from the draft document reads:

The combined Cortlandt/Buchanan riverfront provides a diverse range of activities and land uses which showcase its Hudson River location with parks, trails, restaurants, recreation, historic and cultural attractions as well as other business and tourism opportunities, set within the scenic views of this Hudson Valley community.

Neighboring communities including the City of Peekskill and the Village of Croton-on-Hudson also have developed local waterfront revitalization programs along with many others across the state. 

A project advisory committee with members appointed by the town and village boards has been guiding the project since its inception.  In addition to support provided by professional staff from the town and village, a consulting team led by Behan Planning and Design with BFJ Planning and the CSA Group is assisting in this initiative.  Chris Kehoe, project manager with the town noted, “We have received a lot of excellent community input. Our earlier public meetings, the community survey that was conducted and support from our elected officials and our project advisory committee as well as the prior town and village plans have all informed this waterfront program.  This draft document sets an important milestone and I am looking forward to hearing what residents think about our progress and the direction in which the program is headed.”
