Planning Board Public Hearing - PB 1-07, Scope for DEIS

PUBLIC HEARING NOTICE

            PLEASE TAKE NOTICE that the PLANNING BOARD of the TOWN OF CORTLANDT will conduct a Public Hearing to consider a Scope for a Draft Environmental Impact Statement to be prepared with respect to the application of Mark Giordano, for the property of Ruth Cohen, for a 6 lot major subdivision as shown on a  drawing entitled Alternate Layout “A” with Rain Gardens Preliminary Plat” dated December 29, 2009, “Alternate Layout “A” Tree Preservation Plan”, dated August 20, 2009 and “Upland Road Improvement Plan” latest revision dated May 24, 2010 all prepared by Ralph G. Mastromonaco, P.E. and a drawing entitled “Landscape Plan for the Development, Upland Estates” prepared by Tim Miller Associates, Inc. dated August 20, 2009.

            The subject property of  23.4 acres is zoned R-80, single family residential, is located on the south side of Upland Lane, south of Mt. Airy Road, and is designated on the Town of Cortlandt Tax Maps as Section 67.08, Block 1, Lots 20, 22.

            The scoping process, of which this Public Hearing is a part, identifies the potential significant adverse impacts of the subject application to be addressed in a Draft Environmental Impact Statement as required by the New York State Environmental Quality Review Regulations (NYCRR Part 617).  The potential significant adverse impacts are also identified in a Positive Declaration adopted by the Planning Board for the subject application which pursuant to SEQR is an Unlisted Action.

            The potential significant adverse impacts include impacts on soil erosion, steep slopes, wetlands, quality and quantity of surface water runoff, drainage, bio-diversity, community services and historic resources.

            Persons may review or obtain copies of the Draft Scope dated August 30, 2010 at the Planning Office, Cortlandt Town Hall, 1 Heady Street, Cortlandt Manor, New York between the hours of 8:30 A.M. and 4:00 P.M., Monday through Friday, except holidays.                                                                                                           

            SAID HEARING will be conducted in the Vincent F. Nyberg General Meeting Room at the Cortlandt Town Hall, 1 Heady Street, Cortlandt Manor, New York on Tuesday, October 5, 2010 at 8:00 P.M. or as soon thereafter as possible at which time all interested persons will be heard.  Written comments on the Draft Scope will be accepted by the Planning Board until October 15, 2010

            The Town Hall is handicapped accessible.
