Cortlandt Crossing - Public Hearing Notice

PUBLIC HEARING NOTICE 

            PLEASE TAKE NOTICE, that the TOWN BOARD of the TOWN OF CORTLANDT as Lead Agency will conduct a Public Hearing on the application, Petition to Amend the Zoning Map and Draft Environmental Impact Statement (DEIS) submitted by Acadia Cortlandt Crossing, LLC for a proposed Zoning Map Amendment and re-classification of 7 acres to the CD, Designed Commercial Zoning District, the establishment of various special districts and for the proposed Cortlandt Crossing Site Development Plan. This application is also for Permits pursuant to Chapter 179 (Wetlands) Chapter 259 (Steep Slopes) and Chapter 283 (Trees) of the Town of Cortlandt Code to be considered by the Planning Board. This application includes a Draft Environmental Impact Statement (DEIS) prepared pursuant to Part 617 of the implementing regulations pertaining to Article 8 (State Environmental Quality Review Act (SEQRA)) of the New York State Environmental Conservation Law.
 
The Draft Environmental Impact Statement, entitled "Cortlandt Crossing” dated November 18, 2014, prepared by Divney, Tung & Schwalbe has been completed and accepted by the Town of Cortlandt Town Board as Lead Agency for the subject application which is a SEQRA Unlisted Action.  Comments on the DEIS are requested and will be accepted in writing by the Town Board until January 23, 2015 (unless extended by the Town Board).
 
Potential large impacts of the subject proposed action, a commercial development consisting of a maximum of 170,000 sq. ft. and other site improvements, are as follows:  (1)  The proposed action may significantly impact existing air quality, ground and surface water quality and quantity, traffic and noise levels and generate a substantial increase in potential for erosion, flooding and drainage problems. (2) The proposed action will result in the removal and destruction of large quantities of vegetation and fauna and may substantially interfere with the habitat and movement of resident wildlife species. (3) The proposed action will result in the attracting of a large number of people to a place compared to the number of people who would come to such place absent the action. (4) The proposed action will result in a demand for additional community services such as, police, fire, ambulance sanitation and an additional demand on the Town's water supply system and sanitary sewer systems. (5) The subject property is located within the emergency evacuation area for the Indian Point Nuclear Plants. (6) When considered with other development in the area, cumulative effects on the above mentioned items (1) - (5) may also be significant.
 
The subject property of 36 acres is currently zoned CD, Designed Commercial for a depth of 400 feet along Route 6 and R-40, One Family Residential for the remainder of the property, is located on the north side of East Main Street (Cortlandt Blvd) approximately 250 feet west of Baker Street and is designated on the Town of Cortlandt Tax Maps as Section 24.06, Block 1, Lot 4.
 
Persons may review said DEIS, application and drawings at the Planning Office, Town Hall, 1 Heady Street, Cortlandt Manor, New York, between the hours of 8:30 A.M. and 4:00 P.M., Monday through Friday, except holidays. A limited number of copies of the DEIS are available on a loan basis. A copy of the DEIS is also available for review at the John C. Hart Memorial Library, 1130 Main Street,  Shrub Oak, NY  10588.  The DEIS will also be posted on the Town’s website www.townofcortlandt.com.
 
SAID HEARING will be conducted in the Vincent F. Nyberg General Meeting Room at the Cortlandt Town Hall, 1 Heady Street, Cortlandt Manor, New York, on Tuesday evening, January 13, 2015 at 7:00 P.M. or as soon thereafter as possible at which time all interested persons will be heard.
 
Additional Public Hearings on Site Development Plan approval, Wetland, Steep Slope and Tree Removal permits will be held by the Planning Board at future dates to be determined. 


The Town Hall is handicapped accessible.
