PHASE ONE REOPENING

In order to begin Phase One, the Mid-Hudson Region (which encompasses Westchester, as well as Rockland, Orange, Putnam, Sullivan, Ulster, and Dutchess Counties) has meet seven separate benchmarks. 

Description of Metrics: These metrics have been established based on guidance from the Center for Disease Control and Prevention, the World Health Organization, the U.S. Department of State, and other public health experts.

  • Metric #1—Decline in Total Hospitalizations.

  • Metric #2—Decline in Deaths.

  • Metric #3—New Hospitalizations.

  • Metric #4—Hospital Bed Capacity.

  • Metric #5—ICU Bed Capacity.

  • Metric #6—Diagnostic Testing Capacity.

  • Metric #7—Contact Tracing Capacity. 

TO REOPEN BUSINESSES MUST 

  • Each company seeking to reopen must document a detailed plan for a safe reopening. 

  • Each company seeking to reopen must read the detailed Guidance provided by NYS and submit an affirmation. 

  • Phase 1 reopening under Governor Cuomo’s plan includes the following industries and businesses.
